To manage permitting and regulatory approval activities

Arctial is looking for a Permitting Manager to ensure design, schedule, and execution strategy align with permitting requirements at their low carbon aluminium site at Kokkola  

 

Take the lead as our Permitting Manager during the Feasibility Study (FS), where you will manage permitting and regulatory approval activities essential to the project’s success. You will ensure design, schedule, and execution strategy align with permitting requirements to facilitate timely construction and operational approvals.

 

Key Responsibilities:

 

Permitting Strategy & Governance

  • Develop and maintain the FS Permitting Strategy and Roadmap, identifying all permits, licenses, consents, and approvals required for construction and operation.
  • Define permitting scope, responsibilities, and interfaces between the owner, FS engineers, environmental consultants, and external advisors.
  • Establish permitting assumptions and constraints for inclusion in the FS Basis of Design and schedule.

Regulatory Interface & Approvals

  • Act as the primary interface with permitting and regulatory authorities at local, regional, and national levels.
  • Coordinate formal and informal regulatory consultations to confirm permitting pathways, information requirements, and timelines.
  • Manage permit application preparation, submission, review cycles, and authority responses during FS.
  • Track regulatory commitments and ensure they are translated into design and execution requirements.

Integration with FEED Engineering

  • Ensure FS engineering deliverables are aligned with permit conditions, BAT conclusions, zoning, land-use, and environmental constraints.
  • Review key FS documents to confirm permitting compliance and readiness.
  • Identify permitting-driven design, cost, or schedule impacts and ensure they are reflected in FS outputs.

Schedule & Risk Management

  • Integrate permitting activities and authority review durations into the integrated FS schedule.
  • Identify critical path permits and regulatory risks; develop mitigation and contingency plans.
  • Maintain the permitting risk register and support overall project risk management.

Stakeholder & Documentation Support

  • Coordinate permitting-related stakeholder consultations in collaboration with the Stakeholder/Communications Lead.
  • Ensure permitting documentation is properly controlled, traceable, and aligned with regulatory expectations.
  • Support investment decision, lender due diligence, and gate review processes with clear permitting status and confidence statements.

 

Qualifications:

  • Degree in engineering, environmental science, or a related field
  •  10-15+ years of experience in permitting and regulatory approvals for large industrial projects
  • Strong knowledge of Finnish and EU permitting frameworks

After more than three decades without new primary aluminium production in continental Europe, this project marks a significant industrial milestone. The facility will leverage fossil-free electricity and proven technology to produce aluminium with a carbon footprint significantly below today’s averages.

 

If realized, the project is expected to create around 1,200 direct jobs and several thousand indirect jobs in the region.

 

This is a formative moment. The team we assemble now will define how the facility is designed, how safety and quality standards are set, and how operational excellence is delivered for decades to come.
