We are currently seeking a talented and experienced Procurement Manager to join our Owner’s Team during the Feasibility Study (FS) phase.

 

This pivotal role will focus on all procurement and contracting activities to ensure a robust, executable, and market-aligned procurement strategy that supports our project's clear path to execution in Finland. This role will require frequent visits to our Kokkola site.

 

Key Responsibilities:

 

Procurement Strategy & Governance

  • Develop and maintain the FS Procurement Strategy, ensuring alignment with the overall project execution model (EPC, EPCM, multi-contract).
  • Define the contracting and packaging philosophy, including scope splits between civil, mechanical, electrical, and early works.
  • Establish procurement governance, approval thresholds, and FS phase procedures consistent with company policies.

Market Engagement & Cost Credibility

  • Lead early market engagement activities (including RFIs and budget quotations) for critical and long-lead items.
  • Assess the capacity, availability, and competitiveness of Finnish and European contractors and suppliers.
  • Validate cost, productivity, and lead-time assumptions used in the FS estimates.

Contracting & Risk Management

  • Identify procurement and contracting risks, including market capacity and inflation.
  • Develop effective mitigation strategies and support alignment between procurement and construction execution strategies.

Interface with Engineering, Construction & Permitting

  • Ensure procurement strategy reflects FS design maturity and constructability requirements.
  • Coordinate closely with engineering and construction managers regarding packaging and sequencing.

Transition to Execution

  • Define the execution phase procurement plan, including tender schedules and contract award sequencing.
  • Prepare bid lists, prequalification criteria, and tender documentation outlines.

What we expect from you:

  • Degree in engineering, supply chain, business, or a related discipline.
  • 12-15+ years of procurement and contracting experience on large industrial or infrastructure projects.
  • Proven experience supporting the Feasibility Study (FEED) phase.
  • Strong knowledge of Finnish and European construction and equipment markets.

  • Strong commercial judgment and market awareness.
  • Ability to balance risk, cost, schedule, and execution certainty.
  • Structured, analytical, and documentation-driven approach.
  • Strong stakeholder and cross-functional coordination skills.
  • Fluent in English and Finnish language.
